Is this an example of sensible economic regulation?

Okay, you can buy 0.9x shares of company XYZ at this alloted time and at this alloted period if you follow these conditions:
-Fill and send forms I-542 B, I-556 A, E-223.7 Q and E-211 X to the corresponding Federal Agencies: Securities and Exchanges Commission, Commodity Futures Trading Commission, Federal Trade Commission, Treasury Department and Commerce Department and wait 6-8 months for approval
-Upon receiving approval you may purchase 0.9x shares (x being the desired number of shares to purchase) at the approved time after the market makers and stock exchange have filed the correct paperwork with corresponding Federal agencies.
-Upon selling said securities at a profit, you will be expected to file with the IRS and pay 95% capital gains on anything over $10.
Oh yes, and you cannot bid over 2% of the current ask price.
That should be 102% not 2%.
Oh yes, trades will be taxed at $0.30 per share.

No that does not make sense.
