Forex trading question on mini accounts?

I am interested in learning more about forex trading, and possibly after some research to open a mini account to start slowly. I have visited some websites and some I do not fully understand is how can be advertised that can open and start trading Forex with a minimum deposit of, say, $ 250 and then it says that the minimum size trade deal is $ 2500? I do not understand
